Not responding but made an offer

Very inconsiderate and demanding. Makes an offer at RM699, but after being told there is promotion at RM599, he then attempts to haggle the price down again to an unreasonable level. Refuses to agree to paying the extra charges for delivery, even though these charges are clearly stated on the bio. Then claims to not have enough money to buy the product even though the final price was significantly cheaper than his offer.
